Several warnings are appearing in GitHub Actions regarding ubuntu-latest being set to ubuntu-24.04: actions/runner-images#10636

This work will be completed by the GitHub team on January 17th. Since dotnet will not be available in 24.04 yet, we'll need to set it to 22.04 explicitly for now, and wait until 24.04 supports nuget
