It will great to provide crash dump, so that it is possible to examine what went wrong.

The same crash happens on me.
The 3.1 version works fine.

Trying to run CMD as System by going to System, selecting "Run As...",

The system process or the main window menu?

Press "System" in upper left corner, select "Run As", then type "CMD", and you get "0xC0000005" memory error in 3.2 versions. There is no error in any 3.1 versions.
