add more examples related to WCMP2

• add examples related to WCMP2 examples
• publication process will render both WNM, WCMP2 (and WTH) as a single Guide
• observations could be a valuable example, so can NWP

Decision

Examples to be drafted by TT-WISMD and shared with domain experts only for general opinion.
Some normative examples to be added to the specifications in the guide. More examples will be published on a web page maintained by the Secretariat to allow addition of examples at any time. In the guide a link to the extra set of examples will be provided.

TT-WISMD will provide a first set of examples next week.
