Publicize options do nothing on prepublishing sheet for XML-RPC sites

Expected behavior

For the Publicize options to not appear, like we do in the WordPress app.

Actual behavior

• Tapping "Connect accounts" shows a view that presents an error
• Tapping "Not now" does nothing

Steps to reproduce the behavior

1. Set up a self-hosted site and connect via XML-RPC
2. Create a new post and hit Publish
3. Tap "Connect accounts" or "Not now" in the prepublishing sheet as shown in the video

Tested on iPhone 15, iOS 17, Jetpack iOS 23.7.1
