Due to dependencies, wpical the binary has to be licensed as GPL. We should make sure that a copy of the License packaged with the executable.

We also need to put some big warnings in wpical saying the ceres dependency can never cross into the libraries. It can only be used by the wpical executable.

Should this be added to a README.md in the WPIcal directory in WPILib?
