UI inconsistency when subscription validation is disabled with AI APIs

Description

The Subscription policies UI shows the hidden DefaultSubscriptionless policy when subscription validation is disabled for AI APIs. Furthermore, the message related to migrated policies should also be now shown here.

Another thing to note here is that the info icon style is not aligning with the styling of info icons in the other places

Steps to Reproduce

1. Create an AI API
2. Change application level security to OAuth from APIKey
3. Disable subscription validation (https://apim.docs.wso2.com/en/4.4.0/design/advanced-topics/disable-subscriptions-for-an-api/)
