Confusing instructions regarding changing the provider of an api

Description:
In the documentation [1], in the initial steps it was asked to create user assigned with Internal/subscriber role but in the final step it is asked to log into the publisher portal using the same user since the two users are subscribers logging into publisher cant be done , so I feel like the documentation is a bit confusing
