What problem does this solve?

Two things:

  1. Adding or changing an emoji requires a recompile, which is just wrong
  2. Users can't add or change their own emoji/icons/symbols

How do envision it working?

List the icons in a Yaml/TOML file. Read the file on launch. Watch the file for changes. Reload on change.
