why gpu-util is 0%?

I had no problem with caffe and rrc install, and now I want to learn from the data I have built separately.

I have two GTX 1080ti gpu, but I modified it to be the same as the README to use two gpu, but when I use two gpus, i got cuda error. so I use only one gpu.

If you run nvidia-smi, you can see that GPU-Util is only 0 ~ 2% as shown in the picture.
However, the gpu memory is allocated a few gigabytes
When installing, cudnn and cuda path are set correctly. ( cuda ver.8 / cudnn ver.5 )

What's the problem?

I have encountered the same problem. How did you solve it at that time?My training speed is too slow
