Civ-unique buildings sometimes not showing up in selection menu

Describe the bug

Under certain circumstances, when you open the game and go to select your nation, the unique buildings and units of that nation will not display. It will only show the national uniques.

Steps to Reproduce

1. Play the game on a base ruleset for a few turns.
2. Close Unciv
3. Open Unciv again and select a mod, such as Smoky Skies Redux
4. The unique buildings for that mod's nations will not show up in the menu

This shows up on both Windows and Android versions. For some reason, it seems to affect my Smoky Skies Redux mod more than it affects other mods.

For reasons I do not understand, it affects Smoky Skies Redux far more than it affects any other mod. Could there be something about that mod that's creating this issue?
