Webhooks sometimes hangs in rehttp until next webhook

Sometimes webhooks can't be delivered to the service and rehttp keeps them in internal queue. But then it doesn't try to resend them. E.g. in this ticket: yegor256/cactoos#1299 (comment)

Multiple webhooks (2 quality verdicts, status commands) were not delivered to 0crat web server, but when I typed a message in this ticket all webhooks were delivered simultaneously. I think rehttp can retry to send webhooks periodially.
