Budget Line sub-element required in order to save budget element in Organisation Data file

Hello, we had two instances of an error message on the Budget element of the Organisation Data file. In both instances the error message said that the Budget Line sub-element was required in order to save. I checked the schema and it looked optional and Wendy also confirmed this.
