Following 2 issues on fallback are found out :

When all the nodes in PRIMARY_PLACEMENT and FIRST_FALLBACK are down, connection does not go to nodes in SECOND_FALLBACK nodes, rather it goes to non load-balanced behaviour.

If all nodes in PRIMARY_PLACEMENT are down, connection goes to FIRST_FALLBACK nodes. Now if a node in PRIMARY_PLACEMENT comes back up, all new connections do not go to that node but are rather equally distributed between this node and FIRST_FALLBACK nodes.

These issues are fixed with release version : 42.3.5-yb-3
