Using kconfiglib, provide a python based conf replacement to allow native building on windows and drop dependency on host compiler.

Beyond .config and include/generated/autoconf.h, the current conf creates the kconfig/include/config and kconfig/include/generated trees.
Missing these trees prevents incremental builds with Kconfig changes. See #4951
