Seems like there is issues when installing custom plugins for credential management overrides since it doesn't handle installing from a local directory very well. Seems to work just fine on NPM@8 though.

@rudyflores This may be related to a bug in npm@9, does the workaround suggested here help?

@rudyflores In [email protected] they reverted the default for install-links option back to false because it was causing problems with installs from a local directory (see npm/cli#6142).

Could you try updating npm to v9.4.2 or later and see if the problem still exists?
