Support remote lookup through vscode.workspace.fs for zowe-jobs

Is your feature request related to a problem? Please describe.

While extenders can easily lookup resources with the fetch=true query in the data sets and USS filesystems, this functionality is not yet available for jobs.

Implement remote lookup support for jobs.

Describe alternatives you've considered

Extenders can use the methods established in v2 to fetch resources, but its not as convenient as leveraging VS Code's filesystem namespace.
