Some of the components running under Zowe are still stateful. We need to find a way to store the state in a central place.

After discussion with squads, the solution is create Caching API to centralize the access to state data. Details are described in the second version of draft showing in #1477 (comment).

Matt suggested etcd. Information about go on z/OS.
