NASA hubs: Update pangeo-notebook-veda-image to 2024.11.11-v1 and Rocker 4.4

Updates the nasa-veda, nasa-ghg and MAAP hubs to use an updated image based on the Pangeo base image 2024.11.11

To test:

On any of the hubs, use this custom image: public.ecr.aws/nasa-veda/pangeo-notebook-veda-image:2024.11.11-v1

@wildintellect has tested this on VEDA staging hub as part of NASA-IMPACT/pangeo-notebook-veda-image#31 (comment)

@wildintellect Let me know if you want to do any additional testing on the GHG and MAAP hubs. Otherwise, I'm happy to move this out of draft and merge once you give a 👍🏽 here.

GHG did not indicate that they were ready for this change, I'll need to confirm with @Jeanne-le-Roux and @siddharth0248 who was testing their notebooks.

@wildintellect Shall we proceed with just VEDA and MAAP for now? We can upgrade the GHG hubs later once we have confirmed that testing is complete.

@sunu do we want to do the Rocker upgrade to 4.4 over 4.3 at the same time - there are no blockers, I've tested the image boots fine and there are no docs to check.

and similar lines just need a bump from 4.3 to 4.4

@wildintellect I've upgraded the Rocker images for VEDA, MAAP, GHG to 4.4. However, if you prefer, we can skip the changes to GHG and only upgrade the images for VEDA and MAAP. Let me know what works best!
