It seems the URL that is baked into qualcomm_hexagon_sdk_lnx_3_0_eval.bin has changed. If you replace libusb-1.0.so with the one you can download at http://www.intrinsyc.com/hexagonsdk/linux/libusb-1.0.so, it works.

In the case of creating an archive for docker, make sure to re-build it.

However, this doesn't seem to really matter if you have libusb-1.0-0-dev installed on the host machine where you are trying to use mini-dm.
