This PR makes some changes to the build script.

remove support for VS2017 (Is someone still using it? This just removes the support from the build script.)
add support for running in CI (neccessary for supporting Use GitHub Actions to build the app #426)
remove clutter while restoring NuGet packages (also a little performance boost)
