First operational mode for the performance harness with be Block Producer mode.
Initial support for Block Producer Operational Mode provided through sub-command testBpOpMode Update performance_test integration tests to use the new sub-commands.
Update argument lists to use the direct output from --help to ease updating in future as no additional formatting is necessary. Remove section on lauch_transaction_generators.py since that script was incorporated into the TestHarness module and is no longer command line executable. Add infomration on newly broken out sub-commands and the arguments pertaining to those modes or config commands.

Beginning work on Performance Testing Harness Phase 3 by introducing the notion of an Operational Mode. Added documentation on the initial Block Producer Operational Mode. Added framework support through argument sub-commands for running the performance harness in the block producer operational mode.
