With
AmqpErrorCode.ResourceLimitExceeded, we are supposed to throwIotHubClientExceptionwithQuotaExceededother thanDeviceMaximumQueueDepthExceeded. Now that we are shipping v2, it's a good time to correct this behavior as a breaking change.
