Overview/Summary

Deployments for Metrics for ANF and Storage could fail if the appended name for the volume or account made the name exceed 64 characters. This was noted by a customer and engineer during deployment on 11/7/24.

This PR fixes/adds/changes/removes

1. For both Storage and ANF Volume Metrics the names for deployment are truncated if over 20 characters
2. Updated Documentation and version number
