Purpose
Moves analyses of scenario design (i.e., analyses that only work on the Grid or ChangeTable and do not require any results) from PostREISE to PowerSimData. See Breakthrough-Energy/RenewableEnergyProject#307 and Breakthrough-Energy/PowerSimData#291.
