Purpose
Duplicate the flake8 setup we have in powersimdata
What the code is doing
Add flake8 to default tox workflows, add job to the lint workflow (github action), fix warnings.
Testing
Ran tox
Time estimate
5 min - the setup is copied from powersimdata, most of the fixes are unused imports/variables
