This is based on https://github.com/conan-io/conan-center-index/blob/7290d5b2e73aa8a30c935c511016d7e9d4834953/recipes/pybind11/all/conanfile.py which was the version before the commit that caused conan-io/conan-center-index#6605

This reverts commit 56f5f4f.
This is a better workaround for the issue on the M1, described in pybind/pybind11#2154 .

Because of an unfortunate issue with the pybind11 conan package we have to use a local recipe to install the pybind11 package.
Release workflow tested here.
