Issue summary

The calibration network fix 2 is supposed to go live on Tuesday, 2023-11-21T13:00:00Z (see Lotus commit).

Forest needs to add add the relevant upgrade logic, and update the bundles. For the Watermelon upgrade, the FIP-0070 was also reverted and so we need to update the bundle for mainnet. See https://github.com/filecoin-project/builtin-actors/releases/tag/v12.0.0-rc.3

To do:

Add relevant bundles to Forest logic and mirroring locations,
Perform an upgrade on the given height,
Update mainnet bundle to use v12.0.0-rc.3
