Addressing when Bethany was able to have two projects open at the same time. This code makes it so that a project is not enabled/disabled upon loading the ProjectPicker, rather it only checks if that project is already open when it is clicked.
This handles when there are two instances of dashboard open that haven't opened a project yet. When one chooses a project the other one needs to then prevent users from picking that same one.
