SUMMARY: Infrastructure "Adds volatile_explosive requirement"
Purpose of change
The recipe for making many explosives was outdated, and not easily added to / edited.
Describe the solution
This adds a volatile_explosive requirement recipes can request which is 10g tnt equivalence of all the usable volatile explosives. We can add new explosive compounds to this group as we add more chemistry to the game. The old explosives recipe have been edited to use this new requirement.
Testing
Game loads and the recipes work as expected.
Additional context
Goes well with #37710 because i used the same gunpowder requirements as the old recipes, which don't match with the power of the bomb if the above PR is not merged.
