Move application through stages - Backend/Frontend

Once a recruiter submits a review, the application status should change to reviewed for them.

For this change, the backend must be updated to return a status of the application based on the current recruiter reviewing and the frontend must display that change.

For testing you can manually add and remove applications from the database rather than using the google form
