If a repository contains a
.pre-commit-config.yaml, it should be possible to run thepre-commit.ymlworkflow without the repository being a Python package (providingstysection for optional dependencies). See this log for the testing. This PR installspre-commitdirectly if the repo is not a Pythobn package.
