What Needs to be Done?

When the Ninja generator is used for Gitlab CI built under ctest, the build happens in parallel, respecting any parallelism limit set. When Unix Makefiles is used for the generator, however, there is no build parallelism. Modify the ctest script to set environment variables that request parallelism in non-Ninja builds.
