Add senior ambassadors section to Ambassadors Page

Introduced changes:

• extract _ambassadors-profile.html snippet
• reformat _ambassadors.html to use the snippet for Ambassadors and add Senior Ambassadors section
• introduce senior and general arrays to ambassadors.yml data file
• To fix side nav:
• allow manual_toc_tokens in _sidenav_toc.html
• add custom parse_json filter in Jinja (built in from_json filter currently not available)
• add manual_toc_tokens to ambassadors page
