Description
Changes the comparison when converting strings to ControlMeasureLogData datatypes to be case-insensitive so that it matches the other keywords in PVL control networks. Also moved ControlMeasureLogData unit test to gtest.

Motivation and Context
This makes it so that all of the keywords in a PVL control network are case-insensitive.
How Has This Been Tested?
Added a new test to check that the log data can handle different capitalization options for the type name.
