This ability was lost in the transition from v4 to v5. The changes in this PR restore that ability and add support for multiple TPStreamWriter apps with non-standard TPStream output dirs.

These changes can be regression tested by themselves. However, to test whether they restore the ability to use non-standard data directories, they should be tested with a companion PR in the daqsystemtest repo (PR 172)

Changing output path now works.
