Heating rates were not updated under certain conditions (fixes #1054)

M106 Pnnn Snnn did not update the current tool's fan value if only a
signle fan was assigned. This may be still an issue if multiple fans are
mapped to a single tool

The particular situation this fixes is where the part cooling fan speed is changed using a M106 command with a P parameter.
