USB VCP Cannot select DEBUG with debug build

What part of EdgeTX is the focus of this bug?

Transmitter firmware

Current Behavior

"DEBUG" is not an option in USB-VCP function with -DDEBUG firmware.

Expected Behavior

If the firmware is build with -DDEBUG option, the DEBUG option should show in USB-VCP option properly.

Steps To Reproduce

1. Flash debug firmware
2. Go to USB-VCP settings, DEBUG option is not in the list.
