Created officer data workflow

• Created GitHub issue template/form for updating officers, officer-update-request.yaml.
• Created Node.js script which updates the officers.json file, scripts/update-officer.js.
• Created a GitHub workflow that runs the script each time an issue with the automation:officer label is [re]opened.
• The workflow should only succeed if the issue opener is a contributor and the issue has the label automation:officer.
