Create acmcsuf.com/wave1 page for executive board apps

What was updated:

• Created /wave1 page for Fall 23/Spring 24 executive board applications
• Updated data.ts (changed requirements to qualifications and added option requirements variable)
• Added Unreal/Unity tool
• Added /wave1apply for google forms application
• Updated tiers to represent positions as "Team Leads" instead of "Leaders"

What was left out:

• Did not add page.test.ts

Fix: #837.
