This PR updates DeleteBankAccount to use the new API which was added in this PR https://github.com/Expensify/Web-Expensify/pull/34391/files

1. Add a testing bank account
2. Delete it in the payments page and make sure it deletes successfully

Screenshots show a different bank account being deleted - the one I tried to delete in the screenshots were linked to the Expensify Wallet so I couldn't delete it (errors will be shown in #10333) so I ended up testing a different bank account to delete

Looks like you modified deprecatedAPI.js! To be clear, you should not be adding any code to this file.

Instead, all new API commands should use API.js, and follow our guidelines for writing new API commands.
