[No QA] Migrate workflows to stop using set-output

Details

set-output was deprecated by GitHub for security reasons. This PR migrates us to use the new $GITHUB_OUTPUT environment file instead. It also upgrades some packages that used the old set-output command.

We do have a fair amount of PR checks covering these changes, but ultimately we'll need to live test this. So here's what I recommend:

1. Wait until we've just completed a production deploy and have a fresh, unlocked checklist.
2. Tell Applause to hold off on locking the checklist.
3. Merge this PR
4. That should trigger a deploy and test this code (in preDeploy.yml, deploy.yml, and createNewVersion.yml).
5. After the checklist is locked, we should test a CP as well.

  • The style can't be created with an existing StyleUtils function (i.e. StyleUtils.getBackgroundAndBorderStyle(themeColors.componentBG)
• If the PR modifies a generic component, I tested and verified that those changes do not break usages of that component in the rest of the App (i.e. if a shared library or component like Avatar is modified, I verified that Avatar is working as expected in all cases)
