Refactor User_AddBillingCard in App

Tests

1. Login
2. Navigate to Settings > Payments > Add payment method > Debit card
3. Fill the form with any details, but use 4242 4242 4242 4242 for the card number
4. Verify that you are able to successfully add the card and are navigated back to the Payments screen
5. Tap Add payment method > Debit card again, but this time use 2222 4200 0000 1113 for card number
6. Verify that you get an error
7. Turn your internet connection off
8. Verify that the submit button is disabled and on mobile you should see You appear to be offline below the submit button

I just merged the Web-E PR, this isn't deployed to staging yet and there isn't a web deploy today due to earnings call

I think we can let it sit and if needed we can just CP the Web-E PR tommorow

I agree. We can CP the Web-E PR to prod when the App PR hits staging (since staging uses the prod API).
