Standardize on auth providing # prefix in chat rooms

Following-up on https://github.com/Expensify/Auth/pull/6887 – auth now provides the # prefix in the reportName for all chat rooms, not just user-created ones.

Tests / QA Steps

1. Create a new policy (if needed)
2. Go to the #admins room. Verify that the name displays correctly.
3. Go to the #announce room. Verify that the name display correctly.
4. Create/claim a new domain (if needed)
5. Go to the #<your_domain_name> room. Verify that the name displays correctly.
6. Press + on the global create menu, and choose Create Room.
7. Choose a room title and create the room.
8. Verify that the new room name displays correctly with the # prefix.

• Verify that no errors appear in the JS console
