[Refactor] Create new OpenIOUModal action instead of GetLocalCurrency

In this PR, we are refactoring the GetLocalCurrency API call into a new one: OpenIOUModalPage.

Tests

• Verify that no errors appear in the JS console

To test and QA this, you should ideally have some VPN.

You can see the tests in the video below.

1. Set your location using VPN to Czechia for example
2. Open some chat report and Request money modal
3. Make sure that the currency is CZK
4. Now, change your location to some country using EUR ie Austria
5. Open the request money modal again, the currency would be CZK still as we have just fetched the new currency on opening the modal (this is same behaviour as currently)
6. Close and open the modal again and make sure the currency shown is EUR
7. Make sure that there are no related errors in the console
