Bulk fixes to columns and join IDs

This pull request includes a few bulk updates to prepare for the 2.0 release.

• Remove the OccP column from a few CSVs, as it is not formally included in any data dictionaries.
• Remove an unlabled index count column from one CSV
• Script the creation of a new HEROP_ID and add it to all CSVs Standardize shapefiles #68
• Script the addition of HEROP_ID to all shapefiles, including a ZTCA 2010 file that is not committed to git (even generalized, it is over the 100mb GH limit, see Find/create smaller ZCTA 2010 shapefile #67).
  • The shapefiles will now be zipped and attached directly to the 2.0 release, rather than be included in version control
