Deprecate gke topology scheduler #3678

Removing the GKE topology scheduler module, since Kueue has been promoted as the only supported solution for gSC TAS (#3534)

The XPK blueprint is removed as it is not up to date and is no longer actively maintained. Additionally, XPK now uses Cluster Toolkit as the backend to provision clusters, hence this is not needed.
