fix malformed INITIALIZE_MTE data for PacketRecoverMTE #2743

What

Fixes the INITIALIZE_MTE data missing the MTE Registry network id when being created in PacketRecoverMTE, causing incorrect packet data reads, and a potential crash and/or mte transmutation.
