[TTAHUB-3758/TTAHUB-3759] Display correct status field & add loading spinner to the monitoring page

Description of change

On the monitoring tab in the RTR:

• Add a loading spinner to the monitoring tab
• On the citation tab, switch the "finding status" under "show tta review" to access the correct field (it was displaying review status where it should have been displaying finding status)

How to test

• Confirm that the loading spinner appears
• Confirm that the sequelize query has been updated
