Mouse Support

TODO:

• dxgi testing
• (LUS pending) bindable mouse wheel
• Accommodations for binding mouse buttons, namely making sure the cancel button behavior remains intuitive
• A way to toggle mouse capture (currently trying out F2 hardcoded on LUS as implemented by @lightmanLP in the original MM mouse branch but I'm open to ideas)
• Block windows from receiving mouse inputs while mouse is being captured

Future work:

• Improve the modifier button system and its features for a smoother M+KB experience
  • Stick sensitivity modifiers, preferably with option for axis independence (Stick sensitivity modifiers #4775)
  • More than two modifier button options
• (Very sought after feature) control camera distance with the scroll wheel
