formula_auditor: check livecheck throttle

Missed this when adding livecheck throttle.

Wasn't sure if audit JSON should be deprecated now or commented for next major/minor release. In Homebrew/core, all usage was removed.

• formula_auditor only runs on @core_tap so I think that can be deprecated. EDIT: Actually, it isn't can't be used externally so maybe safe to remove.
• bump-formula-pr can be throttled for 3rd-party taps; however, it doesn't seem like something commonly used. Can defer deprecation if preferred.
